    1st Theater Sustainment Command

    CAMP ARIFJAN , Kuwait -- Maj. Gen. Kenneth Dowd, commanding general of the 1st Theater Sustainment Command, toured Kuwait, July 31, to meet with troops and discuss operations in the area. Dowd, who assumed command of the 1st TSC two weeks ago at Fort Bragg, N.C., said he was especially impressed “with the overall teamwork between folks in the theater.”

    He added the deployment and redeployment facilities managed by 1st TSC have made it easier for troops moving in and out of theater. In anticipation of changes in the United States’ Iraq and Afghanistan operations, he added “we’ll work with ARCENT [Third Army/U.S. Army Central] and other players to figure out what the theater will look like for the future.”

    Dowd, who encourages troops to believe they can always improve, says he’s looking for Soldier input as he considers changes for 1st TSC operations.

    “I’ve got a great staff, a bunch of non-commissioned officers who’ve already got some ideas, so we’re going to take a look at [things] and then we’ll make some decisions,” he said.

    While visiting troops, Dowd emphasized one of his goals as commanding general is to foster a command that accomplishes its mission while caring for Soldiers and their Families. He initiated a command climate survey, and he has taken action to expand the Family Readiness Group.

    “I’ve got some of our spouses and FRG folks in the rear reaching out to some of our other units that are usually not under 1st TSC – but when we come to Kuwait they are – developing a bonded chain to make sure we can pass critical information along.”

    With less than a month left to get troop levels down to 50,000 in Iraq, 1st TSC and its subordinate units are working around the clock. Dowd emphasized that in times of peak movement, safety is not to be disregarded. As part of his commitment to safety, he has reviewed convoy procedures with leaders of all levels in Kuwait, and he has been open to sharing trends and lessons learned from all deployed areas.

    “Safety is very important to our warriors and our battle buddies out there,” he said.

    During his visit to Kuwait, Dowd talked with troops at Camp Arifjan and the Life Support Area. He asked Soldiers about their experience moving through LSA customs and he thanked troops for their service.
    “I’m blessed to be part of the team, and I’m honored to be serving with these great heroes out here.”

    While in command of the 1st TSC, Dowd will travel back and forth between the headquarters at Fort Bragg, N.C. and the forward headquarters at Camp Arifjan, Kuwait. Dowd said the two arms of the 1st TSC must continually work as a “team of teams” to ensure continued success during the drawdown.
