    Commander, Fleet Activities Yokosuka

Commander, Fleet Activities Yokosuka Security Department announced the dates for this year's annual road tax campaign Wednesday, February 14.

Road Tax is an annual tax levied on all vehicle owners in Japan. The tax is a significant part of vehicle ownership costs in the country and varies depending on several factors, including the type of vehicle, its size, engine displacement, and environmental performance. Vehicle owners in Japan are responsible to fund the nation's road infrastructure development and maintenance. A portion of the revenue may also be allocated to environmental initiatives.

The City of Yokosuka works with CFAY Security officials to make it easy for many SOFA-members to pay the tax and verify all other vehicle ownership documentation is up-to-date and acquire a new U.S. Forces of Japan Form 15A, also known as the base decal, in a convenient, one-stop shop.

The new decal must on display inside the windshield before May 31, 2024 at 11:59 p.m. Personnel who fail to accomplish this will not be permitted to drive their vehicle on base and may be subject to the vehicle being impounded.

This year's campaign is scheduled in two blocks with each block running two days long at CFA Yokosuka MWR's Fleet Theater.

The first campaign is scheduled Monday, March 18 through Tuesday, March 19, 2024. Each session begins at 9 a.m. with doors closing at 3:15 p.m. Please also plan for a one-hour lunch beginning at 11:45 a.m.

The second campaign is scheduled Thursday, April 11 and Friday, April 12, 2024 and is expected to operate on the same schedule as above.
Both campaigns are broken into two processes.

The first process involves city tax officials who are tasked with collecting the tax. Vehicle owners are expected to bring last year's road tax receipt, their vehicle title, and physical yen in exact amounts for the local tax official to review.

The second process involved CFAY Security Vehicle Registration Office officials. CFAY Security officials will provide a new USFJ windshield decal to the member after verifying the member's military-issued ID, new Road Tax receipt provided by city tax officials, title, Base Inspection Sheet, proof of current JCI, proof of liability insurance, parking certificate, a valid driver's license. Civilian employees and contractors may also need to provide a current Letter of Employment.

Spouses are authorized to provide the same documents on behalf of their sponsor, but any other person acting on someone else's behalf must provide a Power of Attorney. It's also important to note that all vehicles must be registered at the same time to receive new decals.

Members with Yellow license plates Mini-cars, Motorcycles or Scooters

Road Tax for vehicle owners operating yellow plate mini-cars or motorcycles must handle their obligations off base at Yokosuka City Hall beginning Monday, April 1, 2024.

Members with these types of vehicles will not be eligible to receive the new USFJ windshield decal until April 1 at the earliest.
