    Camp Arifjan, Kuwait " Chief Warrant Officer Phillip Warren Mefford Jr., the military personnel technician for the 3rd Brigade 95th Division out of Tulsa, Okla., would like to wish a Happy Holidays to his fifth grade reading class at Will Rogers Elementary in Vinita, Okla.

    As an active duty personnel technician, Mefford handles all personnel issues within the command. As a chief warrant officer, he is considered to be the subject matter expert in personnel management and the "go-to" person when answers in personnel or the administrative field are needed. His areas of concern are primarily evaluations, personnel strength reports, awards, rating schemes, assignments and utilizations.

    Mefford was attached to the 335th Theater Signal Command from East Point, Georgia upon deployment. When asked how his job affected the Global


    War on Terrorism, he replied, "My job is to take care of Signal troops in theater so they can carry out their mission. The Army needs to "Shoot, Move and Communicate". If they can't communicate, then bad things happen."

    Mefford teaches fifth grade students to improve their reading skills and introduces them to literature based on their reading level and interest. He wanted to let his loved ones and students in the states know that he loves them and misses them and can't wait to see them again. He also stated, "I am doing alright here. Take care of the homefront."
