Naval Information Forces (NAVIFOR) Force Master Chief David Carter participated in the 29th annual Fleet Week Port Everglades, April 29 – May 6.
The event has been hosted by Broward Navy Days and other military support organizations since 1990.
During the week, Carter had the opportunity to participate in various engagements and met with dignitaries, school leaders, military leaders, community leaders, local residents, students, sponsors, local official military personnel and civilian guests.
“It is an honor to be here, and I thank the community for having us,” said Carter of his participation during Fleet Week Port Everglades. “This was a great opportunity to meet outstanding individuals, educate the community about the Navy and discuss technology, absolutely a great week.”
Carter spoke with senior enlisted at the Fleet Week Port Everglades Chief Petty Officer Social and discussed issues the Navy faces today.
“It was extremely humbling to have a Force Master Chief come out here and speak with us about today’s Navy and what we are doing to change things up in the future,” said Retired Senior Chief Cryptologic Technician (Communications) Alan Starr.
Carter was also a guest speaker for the Fleet Week Port Everglades Technology Summit. The summit included local citizens, local technology company leaders alongside the military’s most talented Sailors and Coast Guardsmen representing visiting ships and local ground-based reserve units.
At the technology summit, Carter spoke about the Design for Maintaining Maritime Superiority and the four lines of effort which each one is enabled by technology:
The Blue Line of Effort: Strengthen Naval Power at and from the Sea which refreshes and fortifies nuclear command and control systems.
The Green Line of Effort: Achieving High Velocity Outcomes, is replete with technology initiatives that will impact our ability to hold the competitive advantage.
The Purple Line of Effort: Expand and Strengthen our Network of Partners.
The Gold Line of Effort: Strengthening our Navy Team for the future relies on new technologies to improve and modernize military personnel management and training systems.
Carter further discussed the National Defense Strategy where both China and Russia have directly and indirectly challenged national boundaries as well as the economic, diplomatic and security sovereignty of their respective neighbors.
“In the era of great powers competition, our ability to give the Navy the Nation needs is largely impacted by our ability to adopt and implement technologies faster than our adversaries can,” said Carter. “Our military needs to unleash the ingenuity and talent of our service members. Today’s young Americans are more technically astute than any previous generation. We need to ignite the engine of innovation and allow the ideas and recommendations of our young Sailors, Marines, Airmen, Soldiers and Coast Guardsmen to take root and grow,” concluded Carter during the Technology Summit.
During the Technology Summit, Carter met with various members of the local community and engaged in various discussions pertaining to NAVIFOR’s mission.
“It was very educational hearing Force Master Chief Carter speak about technology and how the Navy is improving in this area,” said Cryptologic Technician (Maintenance) 3rd Class Calvin Berg.
Fleet Week Port Everglades provides an opportunity for the citizens of South Florida to witness first-hand the latest capabilities of today's maritime services and gain a better understanding of how the sea services support the maritime strategy and national defense of the United States.
