Marine Corps enhances cargo receiving and distribution capability

QUANTICO, Va. - While civilian shipping agencies such as FedEx and DHL have long had tracking capabilities accessible through user-friendly websites, shipping in the Department of Defense has been bogged down by multiple, complex systems that do not enable the intended recipient to track the status of a shipment. However, in an effort spearheaded by Logistics Distribution Policy Branch at Headquarters Marine Corps, a new capability is being rolled out for an existing system, and old systems are being taken offline in an attempt to streamline and improve the shipping and receiving process for users.

According to Antoine Bailey, a transportation and distribution systems advocate for HQMC (LPD), the Cargo Movement Operation System is the tool that is being revamped. In its earlier incarnation, CMOS was a computer-based tool previously only used by the Marine Corps for processing the shipment of freight, supplies and materiel. Bailey said it has now been placed online and given a user-friendly website so that Marine units can ship and receive materiel and access the processing status of gear and supplies they have ordered. CMOS is an Air Force program that is also being adopted by the Army to unify shipping and receiving throughout the DOD. The Navy is still investigating CMOS for compatibility with other Navy systems.

Because CMOS is fully online, Bailey said, its expanded use will cost the Marine Corps less money, since HQMC will not have to pay for the software to be loaded onto each user’s computer, which also had to be purchased for CMOS separately. Bailey said it will provide more accurate tracking through the use of bar codes, handheld scanners, and system interfaces, allowing users to know where shipments are and when they will arrive, thereby reducing duplicative ordering.

Quantico is the first Marine Corps installation to test the new capabilities in the phased implementation process. Should all go well, the program will be expanded first to Marine Corps Air Station Miramar, California, and then to other installations.
