    FORT EUSTIS, Va. – Each year the Air Force Association selects one Air Force civilian employee to receive the Outstanding Civilian Employee of the Year Award. One of Joint Task Force Civil Support’s own has moved one step closer to receiving that honor.

    Edward “Stan” Bacon, JTF-CS deputy director of plans and policy, was selected as U.S. Northern Command’s nominee for the award, in which more than 240 people were eligible.

    Army Maj. Gen. William Roy, JTF-CS commander, fully supports the nomination and believes it is very well deserved.

    “His work has been invaluable to the success of JTF-CS, especially over the past year,” said Roy. “In addition to his work as the plans and policy deputy director, his personal efforts on the defense chemical, biological, radiological, nuclear response force sourcing requirements, the transportation feasibility study and leading the inter-agency planning cell during this year's Vibrant Response exercise have all been instrumental to our unit success.

    Bacon, who spent more than 20 years as a Marine Corps artillery officer, is used to working hard and being dedicated to the mission.

    “I am completely honored that NORTHCOM nominated me for this award. The first thing I thought about was my grandfather. He is a retired chief warrant officer in the Air Force, a soldierly gentleman, who has been a great example for me as a kid and throughout my career.”

    Among his many accomplishments, Bacon developed the time-phased force deployment document for the DCRF which reduced response times for the arrival of life-saving capabilities. He also tested a deployment sequence for the command to support the concept of operations and enabled maximum interagency engagement across the country in direct support of the commander’s priorities. He is focused on bringing the command to a higher level of readiness to deploy in support of civil authorities.

    Navy Capt. Craig Wilson, JTF-CS plans and policy director and Bacon’s direct supervisor, echoed the commander’s comments about the vast accomplishments he performed during the award nomination period.

    "Mr. Bacon played a crucial role in the functioning of JTF-CS this year,” said Wilson. “In addition to his efforts to refine the sourcing of future DCRF units and capabilities, he ran the plans and policy directorate for five months during the unplanned absence of the director."

    According to the AFA website, the nominees are judged based on the "nature of their achievement and development of techniques or procedures that significantly increased mission effectiveness and breadth of impact."

    JTF-CS anticipates, plans and prepares for chemical, biological and nuclear defense support to civil authorities response operations. JTF-CS extensively trains throughout the year with their inter-agency partners in order to rapidly deploy the defense chemical, biological, radiological and nuclear response force to an incident site to mitigate suffering and save as many lives as possible.
