    JOINT BASE MYER-HENDERSON HALL, Va. - Department of Defense changes to school year 2014-2015 Child, Youth and School Services fee policy take affect this year on Nov. 1.

    CYSS Coordinator Dawn Thompson said that means an increase of approximately $6 to 10 per month for those whose children attend Cody Child Development Center on Joint Base Myer-Henderson Hall. Fees are broken down into nine categories that are based on total family income or TFI and are assessed regardless of the age of the child, as is done in the private sector.

    “The Army is committed to affordable child care and youth programs, to keeping fees lower than comparable private sector facilities,” she said.

    By law, military child care fees are based on total family income, not by military rank or civilian, stressed Thompson. Each of the military services subsidizes fees based on a sliding scale for every family, regardless of rank/grade or income.

    “DoD is the one that implements the fee changes,” she explained. “Child care is a readiness issue, and CYS programs are force multipliers, reducing conflict between mission accomplishment and parental duties.”

    DoD is transitioning to a single fee system within each of its TFI categories to provide consistent child care costs across all of the nation’s armed services. The transition is expected to continue through school year 2015-2016.

    The school year 2014-2015 fee ranges also include the elimination of fee assistance for contractor employees who are assigned to total family income category 9, based on a DoD review of military child are studies.
