TOPEKA, Kan. - The Topeka Police Department has a man who is no stranger to being a leader in its new chief of police.

Chief Master Sgt. James Brown, state command master sergeant of the Kansas Air National Guard, swore the oath of office to accept his new civilian role as the city of Topeka's chief of police as his friends, family and colleagues gathered for a ceremony at the Law Enforcement Center in Topeka Oct. 1.

“This is an exciting day,” said City Manager Jim Colson, Topeka. “Topeka is undergoing a lot of very positive change. Chief Brown is a cop’s cop and we’re very confident we got our guy.”

Brown enlisted into the U.S. Air Force in 1985 and later joined the Kansas Air National Guard. He’s served with the Kansas City, Kansas, police department since 1991, most recently having served serving as assistant chief of police.

“I’ve been fortunate to serve several first class organizations ... including the Kansas National Guard,” said Brown. “I’m grateful for the opportunity to serve.”

Maj. Gen. Lee Tafanelli, Kansas adjutant general, expressed his full confidence in Brown.

“The city of Topeka is gaining an excellent leader and someone who has been an asset to this state for a long time,” said Tafanelli.

Brown said that a major focus for him as police chief will be to build upon relations between community agencies. He will continue to serve in his role with the Kansas Guard.

“I’m honored to be a law enforcement officer with the Topeka Police Department and consider it a privilege to don this uniform of one of the most respected law enforcement agencies in Kansas,” said Brown.

Brown, who was officially named chief of police in mid-August, expressed his excitement to get started.

“I’m glad the formalities are finally over so we can get to some police work.”
