Kaiserslautern Army Depot saves money, environment with FDP

KAISERSLAUTERN, Germany – The 21st Theater Sustainment Command’s Theater Logistics Support Center-Europe and Installation Management Command-Europe are working together to right-size its footprint within the Kaiserslautern Military Community and consolidate logistics operations to improve operational capability, capacity and efficiency.

Both TLSC-E and IMCOM-E are using the Kaiserslautern Army Depot’s Future Development Plan to bring maximum efficiency to its processes through the consolidation and centralization of functions while optimizing operational energy efficiencies. The plan is designed to strengthen Army operational capacity by reducing its environmental footprint through more sustainable practices.

“Our activities on KAD are in the process of consolidating and centralizing their operations, thereby reducing costs, maximizing operational efficiencies, and optimizing infrastructure," said Gene Warren, the deputy general manager for TLSC-E. “By consolidating activities from other sites on KAD, collapsing our operation into the core of the depot will assist us in establishing a micro-enterprise system enabling Supply Activity Europe to conduct all supply-related functions, 6966th Transportation Truck Terminal can focus and execute all transportation functions, and Maintenance Activity Kaiserslautern can perform all maintenance in support of USAREUR and other units within the footprint.”

The KAD FDP is also helping the environment through the “Net Zero Energy Program.”

“Through ‘Net Zero,’ we are bringing KAD in line with other Department of Defense directives, simultaneously decreasing energy use, and increasing the use of renewable sources of energy,” Warren said. The Army is creating a culture that recognizes the value of sustainability measured not just in terms of financial benefits, but benefits to maintaining mission capability, quality of life, relationships with our local host nation communities and the preservation of options for the Army’s future.

Another phase of the “right-sizing” is more efficient use of structures on the installation.

“TLSC-E will vacate 32 buildings, six of which will go to U.S. Army Medical Materiel Center-Europe and 26 will be returned to IMCOM Europe through the local garrison - U.S. Army Garrison Rheinland-Pfalz. To ensure the buildings are vacated in a timely manner, TLSC-E continues to streamline its operations with future plans to consolidate their hazardous materials storage and materiel treatment processes,” said Bernhard Frank, the TLSC-E special assistant to the general manager.

“We say ‘right-sizing’ because we are doing the right thing for our processes, the host nation and the Army,” said Helmut Haufe, the TLSC-E general manager and a native of Pirmasens, Germany. “It is important for all military organizations to make their operations as efficient as possible.”
