JABUL, Afghanistan – Task Force Workhorse completed a foreign excess personal property transfer with the Afghanistan Ministry of Interior Sept. 1 here.
The FEPP program is utilized to transfer U.S. government equipment to foreign governments while maintaining positive accountability.
The process is a little more extensive than a standard lateral transfer, which is how the Army moves property from one company commander’s property book to another, said Staff Sgt. Albert Barnes, a Chicago, Illinois native, 10th Special Troops Battalion senior supply noncommissioned officer in charge.
“It’s basically a packet of paperwork that needs to be approved by 401st Army Field Support Brigade and United States Forces-Afghanistan before the transfer can happen,” said Barnes.
Since January 2012, the U.S. has benefitted from a cost avoidance of more than $1.2 billion in transportation, storage and security costs by leveraging FEPP as an alternative to retrograde.
TF Workhorse transferred a generator-powered light set to MoI in support to the brigade’s mission to drawdown responsibility.
“It was exciting for me to be a part of the transfer,” said Barnes.
The light set was located at the Salang Pass where it was used by the Afghans to assist during construction operations.
Col. Willie Rios III, a Houston, Texas native, commander of the 10th Sustainment Brigade, conducted a key leader engagement with Lt. Gen. Mohammad Abdul Rajab, chief of the Salang maintenance department, to complete the transaction.
“The cooperation and partnership that Lt. Gen. Rajab has with the 10th Sustainment Brigades has strategic implications due to requirements that ensure the critical flow of sustainment stocks to forces across the Combined Joint Operations Area-Afghanistan are maintained,” said Rios.
Rajab said he was very grateful for the equipment and friendship the 10th SBDE has provided over the years.
