    Joint Enabling Capabilities Command

    MACDILL AIR FORCE BASE, Fla. – On June 2, U.S. Air Force Gen. Paul Selva, who recently took command of U.S. Transportation Command (USTRANSCOM), met with Joint Enabling Capabilities Command (JECC) leaders during his initial visit to the Joint Communications Support Element (JCSE) headquarters at MacDill Air Force Base (AFB).

    This visit presented the first opportunity Selva has had to take a closer look at the mission and capabilities of the JECC and share his thoughts on the value the command brings to the joint force commander.

    Upon arrival at JCSE headquarters, Selva met with JECC leaders during a brief office call in which U.S. Navy Rear Adm. Bret C. Batchelder, the commander, JECC, explained the unique capabilities available through the command’s three subordinate elements: JCSE, the Joint Public Affairs Support Element and the Joint Planning Support Element.

    The meeting included discussions on the mechanics of the JECC, the current operational tempo and what potential missions the JECC anticipates in the near future. Selva expressed his gratitude for the work the JECC has previously completed in support of the joint force commander.

    “I can’t tell you how proud I am of what you have accomplished,” Selva said. “You stand quietly behind the scenes, ensuring that our forces have the connectivity to make the critical command and control decisions.”

    Additionally, since the visit took place at JCSE’s headquarters, the JECC took an opportunity to introduce Selva to some of JCSE’s most cutting-edge communication packages. JCSE subject matter experts were on hand to explain the specific capabilities of some of the command’s most frequently requested packages, including:

    • JBLOX - a modular Internet Protocol-based package capable of providing secure/non-secure voice, data and video services for a myriad of operations ranging from small initial or early entry communications systems up to the establishment of a joint task force.

    • Super High Frequency Carry-on Shipboard System Joint - a mobile system designed to provide on-the-move shipboard connectivity with the Department of Defense Wideband Global Satellite Systems and commercial satellite communications systems.

    • Joint Airborne Communications Center / Command Post – an en route command center that supports up to 16 users on C-17 and C-130 aircraft with classified / unclassified network access to include commercial Internet and phone capabilities.

    Selva then presented the Air Force Combat Action Medal to U.S. Air Force Staff Sgt. Nicholas Owens, a JCSE member who encountered direct and hostile enemy fire while serving as a radio telephone operator during a recent JCSE deployment in support of Operation Enduring Freedom. Owens was able to successfully perform his communications duties and assist with security measures during the event, which lasted for more than 55 hours in June 2013.

    Selva mentioned that Owens’ expertise, courage and perseverance was representative of the JECC and JCSE as a whole.

    “This award is emblematic of the work the JECC and JCSE, in particular, has done for decades,” Selva said. “Wherever we have forces deployed, you will come up with a solution to keep them connected and maintain their life line. This is just one example of what you bring to the fight.”

    The JECC leadership was extremely appreciative of the time Selva took to become better acquainted with the command’s capabilities and more importantly, the staff. As the JECC continues to evolve to better support the joint force commander, the command looks forward to Selva’s leadership and guidance as he settles into his role as the USTRANSCOM commander.
