    311th Expeditionary Sustainment Command

CAMP PENDLETON, Calif. – Brig. Gen. Scottie Carpenter, 311th Expeditionary Sustainment Command commanding general, visited the 418th Quartermaster Battalion during the Quartermaster Liquid Logistics Exercise at Marine Corps Base Camp Pendleton June 12.

QLLEX is a complex exercise designed to challenge battalions and military staffs with decision making skills outside their regular peacetime chain of command. The core focus of the exercise is planning and executing petroleum and water transportation missions.

“I love coming to these exercises because it gives me a chance to meet and talk with the future leaders of our Army Reserve,” said Brig. Gen. Carpenter. “I was impressed with the level of training and the knowledge of these fine Soldiers.”

Among the many units on ground, Soldiers from the 1017th Quartermaster Company, based out of Camp Pendleton, the 957th Movement Control Team, Victorville, Calif., and the 228th QM Company from Corpus Christi, Texas, participated in the exercise.

Working at the beach, the 228th QM Company ran the Reverse Osmosis Water Purification Unit, which converts sea water into potable water. The ROWPU utilizes pure water extraction methods, employing reverse osmosis in either a single-pass or double-pass mode. This unit was able to produce 3,000-gallons of potable water per hour.

This was more than a visit for Brig. Gen. Carpenter. This was an opportunity for him to teach young noncommissioned officers and junior officers important real life lessons. At every station he inspected, he gave one on one interaction with his troops, using his deployment experience to give examples of how every part of the operation affects the entire mission.

“To me, this is the best part of Soldiering,” said Brig. Gen. Carpenter. “As a senior leader it is my responsibility to ensure these young Soldiers get the best training possible.”

During this exercise, fuel and potable water was pushed out to Point Mugu, Channel Island, China Lake, DF SP San Pedro, 29 Palms, Los Alamitos and March Air Force Base.

QLLEX started 31 years ago as the Petroleum Oil and Lubricant Exercise (POLEX) and developed into QLLEX in 2004. Although the initial focus was on petroleum, oils and lubricants, the exercise has evolved to have a much broader focus.

During June 7-20, the 418th Quartermaster Battalion will conduct operations from Camp Pendleton by the distribution of petroleum and water, purification and storage, to home station and conduct reconstitution operations in anticipation of many missions.
