    ASN RDA honors SPAWAR Scientists and Engineers

    SAN DIEGO - Assistant Secretary of the Navy for Research, Development and Acquisition (ASN RDA) Sean J. Stackley awarded personnel from Space and Naval Warfare Systems Center Pacific (SSC Pacific) with the Delores M. Etter Top Scientist and Engineers of the Year award at an awards ceremony June 6 at the Pentagon.

    "The Delores M. Etter Top Scientists and Engineers of the Year Award is a very competitive and selective award that spans across the Navy and Marine Corps, including systems commands and program executive offices, the Naval Sea Systems Command and Naval Air Systems Command warfare centers, the SPAWAR Systems Centers, and the Naval Research Laboratory," said SSC Pacific Executive Director Carmela Keeney.

    "Our colleagues' selection for this award is a testament to their technical expertise and to the caliber of work conducted at SSC Pacific, I'm very proud of each of them," said Keeney.

    SSC Pacific winners are:

    Dr. Stephen Hammel, a scientist who created models to represent the degrading behavior of aerosols, turbulence, and refraction on propagating electro-optical/ infrared beams in the maritime environment, which allows deployed forces to effectively address the growing risk from adversary aerial and sea surface platforms.

    Mr. Lee Lemay developed and transitioned next-generation navigation algorithms for Navy robotic platforms that extend mission times in GPS-denied environments, decrease the cost of ownership, and compute a higher fidelity navigation solution than the current state of the art.

    Dr. Osama Nayfeh, an engineer who designed quantum memory devices and qubit circuitry resulting in a significant increase in computational power over conventional technology, and enabling enormous information dominance capability for the Navy in areas such as cyber security and cyber situational awareness.

    The Signal Intelligence Antenna Team's cutting edge shipboard antennas enable Navy ships to intercept, find, and track enemy communications a much broader spectrum with greater fidelity, throughout the span of Navy operational missions.

    Delores M. Etter Award winners are nominated by their commands and selected by an executive panel comprised of representatives from nominated organizations.
