Tragedy sheds light on successes of Afghan National Security Forces

GHAZNI PROVINCE, AFGHANISTAN – When it was discovered that 17 people, including 10 Afghan Local Police (ALP), died from a self-proclaimed attack by the Taliban at an ALP checkpoint, on Feb. 27, at Andar district, Afghan National Security Forces rapidly responded to the scene.

ANSF elements were able to respond quickly due to implementation of an Operational Coordination Center-District (OCCD) in Andar district, as well as an Operational Coordination Center-Province (OCCP) for Ghazni province.

An OCCD is a central communications and planning hub used by ALP, Afghan Uniformed Police and Afghan National Security Force elements. The organizations use the hub to coordinate, support, and share intelligence that can be used to improve security and counter insurgent operations.

Within minutes of receiving information that the ALP members were found dead, Afghan Uniformed Police and Afghan National Army traveled to the scene. Not far behind were the Ghazni Provincial Chief of Police and the Andar District Chief of Police.

If higher-level coordination is needed, the district hub can communicate with the provincial hub for further coordination or guidance, which the Andar OCCD did on Feb. 27, facilitating a rapid response to the ALP checkpoint.

Andar ALP commander, Engineer Laftullah, said, “The resolve of the people will not be compromised from this incident.”
Laftullah employed new policemen at the checkpoint where the 17 people were killed.

ALP complement counterinsurgency efforts by assisting and supporting rural areas with limited Afghan National Security Forces presence, in order to enable conditions for improved security, governance and development.
