U.S. Air Force Gen. Douglas Fraser, commander of U.S. Southern Command, congratulates Brazilian navy Cmdr. Paulo Petro, after pinning the Joint Service Commendation Medal on his uniform, during a recognition ceremony today at the command's Doral headquarters. Petro and Chilean navy Capt.
