Lt. Gen. Vincent K. Brooks, Third Army/ARCENT commanding general, passes the unit colors to Command Sgt. Maj. Stephan Frennier during a change or responsibility ceremony in front of Patton Hall. The transfer of the Colors from Lt. Gen. Brooks to Frennier signifies the trust and confidence that our Army places in the non-commissioned officer corps. “The Army is the strength of the nation, the soldier is the strength of the Army, the NCO is the backbone of the Army.” said Brooks.
