Chiarelli admitted that despite unprecidented committment of resources, and attention from the highest levels of the Department of Defense, the suicide rate remains at record levels - over twice as high as in the civilian population. The Army is now focusing its efforts on making soldiers more resilient to the unusual pressures associated with military service.
