Cutlass Express is a multinational exercise designed to improve interoperability between maritime operations centers and improve visit boarding search and seizure capabilities, to detect illicit trafficking and counter piracy throughout the waters of East Africa. Staff Sgt. Jessica Wolter takes us to Djibouti where, in order to meet that objective, the local maritime forces are practicing those naval techniques on land.
