    Law officials meet in Bamyan province to discuss 'Rule of Law'

    BAYMAN CITY, Afghanistan - International law officials met Sept. 11 to discuss how to progress with rule of law and visited construction sites of new judicial building in Bamian City, Bamyan, Afghanistan.

    Task Force Cyclone Staff Judge Advocate, U.S. Army Lt. Col. James Zieba, 38th Infantry Division, and Matthew Pattenden, United Nations Assistance Mission in Afghanistan justice advisor of Bamyan province, talked about the next steps they should take to solidify the structure of law in that province.

    "A community must have stability for its economy to flourish. Business owners and investors need to know that their property and investments will be protected. A properly functioning legal system ensures that property will be protected according to the law and provides fair tribunals where disputes can be peacefully settled," Zieba said.

    There are other aspects of the concept of "rule of law."

    "The rule of law is fundamental to the governance of any sovereign democratic nation. The government of Afghanistan and its international partners realize only too well that to bring stability to this country means, among other things, bringing the mechanisms of justice to the people," Pattenden said.

    According to both, Bamyan's process will be a progressive piece in the whole picture of Afghanistan success. The relevance of success will ultimately lie on the people for a productive province contributing to the overall structure of the society.

    "Bamyan has the advantage of being generally blessed by peace and good security which allows for institutional development at a faster pace than other provinces. In the years to come, we hope to spread this development in the justice sector to all corners of the province and thereby bring a degree of justice to the people," Pattenden said.

    Both are working with other international departments to try and establish a ground base to work on for the structure of the rule of law program.

    "There are many organizations working to make Afghanistan a safe and prosperous nation. If we can pool our efforts, our chances for long-term success are higher," Zieba said.

    Many buildings are being constructed in the New Bamian area to include a courthouse, a judicial training center, a jail and other structures to enhance the infrastructure of their law system when it becomes more established.
