BAGHDAD, Iraq - It's been a five year journey, but when Navy Cmdr. Stephany Hartstirn handed the set of CDs to Dr. Ali Taresh, the Iraqi Ministry of Defense Chief of Information officer, Iraq was one step closer to managing its own assets.
The Iraqi Asset Management Program database system will be the principle reporting tool used to monitor and report the procurement, maintenance, distribution and replacement of materiel for the Iraqi army.
"MoD is the first ministry to have the capability to control and forecast its spending on equipment - it's good for Iraq," Taresh said in Arabic. "The IAMP also allows the MoD to predict the future needs of the Iraqi army."
Most important, it allows the IA to fix the parts in "the right way," Taresh said during the meeting Tuesday.
Hartstirn laughed.
"I agree with everything you just said," she said.
Taresh said the ministry has developed similar systems for other departments like Human Resources and payroll and are mentoring them on their use. The Iraqi navy is interested in adding a similar database to its tool kit and Taresh is checking to see if the MoD can support it.
"This is part of the ministry's policy of transparency," Taresh said. "It gives the ministry the capability to be accountable to the Iraqi people."
"This transfer has both operational and symbolic significance. The MoD now has the capability to tailor this system to their specific operational needs. Additionally, this illustrates the transfer of ownership of the IAMP database program," Hartstirn said. "The CIO now has all required components - hardware - server & software - program source codes - to effectively operate and maintain the IAMP Database. The source codes also allow the CIO to revise and refine the system to support IA logistic functions."
The team has identified funding and training for six programmers to help the IA reach its goal to expand the base IAMP into other logistic support areas.
Previously, this was done by the contractor but now the CIO will be able to perform all updates or modifications to the IAMP Data System.
It's a huge move, as all contractor support for IAMP will end Nov. 1. So, it's a race to the finish line, Hartstirn said.
