Representatives from the international Special Operations Forces (SOF) community come together for the third International SOF Africa Synchronization (ISAS) Working Group meeting at Patch Barracks, Stuttgart, Germany, Oct. 18-20, 2023. The ISAS Working Group serves as an informal coordination mechanism for synchronization of internal (SOF or SOF-capable) partner efforts across Africa. U.S. Navy Rear Adm. Ronald A. Foy, the U.S. Special Operations Command Africa commander (SOCAF), U.S. Army Col. Philip Buswell, the director of strategy for SOCAF, U.S. Army Maj.
