    Navy Reserve Fighting Instructions Video Series – Train the Force

    CNR Mustin: Hello team, I’m Vice Adm. John Mustin, Chief of Navy Reserve and Commander, Navy Reserve Force.
     
    This is the third in our series of videos to introduce the Navy Reserve Fighting Instructions. Those instructions form the basis of our action plan to transform the force from a Global War on Terror, Individual Augmentee force, into a warfighting-ready strategic force — a force the Navy, the Marine Corps and our joint forces require and can count on in an era of long-term competition.
     
    The Fighting Instructions outline three lines of effort to modernize the force:  design, train, and mobilize.
     
    I’m joined today by my friend, Rear Adm. Joey Dodgen, who’s leading the “Train the Force” line of effort. Among many other things, Admiral Dodgen is going to ensure each of our Sailors understand the requirements associated with their mobilization billet…and are trained to perform in that billet when they arrive on station…on day one.
     
    RADM Dodgen: Thank you, Admiral.
     
    Shipmates, chief among the “Train the Force” line of effort is what we call “Mob-to-Billet.” This means that we are preparing you to succeed in your mobilization billet. All the time you spend in uniform should be dedicated to accomplishing the warfighting requirements of your mobilization billet, in addition to your mobilization readiness requirements, which are simply your cost of entry into the Reserve force.
     
    So what does this mean for you?
     
    It means that you need to know exactly what and where your mobilization billet is, and all training and qualifications required, so when you arrive on station you are able to do your job on day one.
     
    And every time you go on active duty or drill, you are training to this billet.
     
    Let’s be clear. You should not expect to show up expecting to go through final medical or getting your technology requirements going. You need to be ready to start contributing on day one.
     
    So we’re reviewing every Navy billet to ensure we have the right fit and fill so that our Reserve force is built — and trained — to fight when needed.
     
    Tracking the real-time readiness is vital to giving our commanders the information they need to employ Navy Reserve assets.
     
    And finally, “Train the Force” also supports the Chief of Naval Operations “IA to Zero” effort to reduce the number of individual augmentee billets supporting non-maritime mobilizations. We are working hard to reduce the individual augmentee billets that are no longer relevant in this era of long-term strategic competition.
     
    VADM Mustin: Thanks, Joey. As we transform and re-shape the way that we train the force, we’re going to eliminate low-value efforts and focus on what really matters. We’ve already reduced several administrative items, and if you have any ideas, please send them to us via your chain of command or through our “Ready to Win” idea portal.
