Joint Exercise GEMA BHAKTI 19 (GB19) is a Chairman, Joint Chiefs of Staff (CJCS) staff exercise (STAFFEX) between USINDOPACOM (and components) and Tentara Nasional Indonesia (TNI, Indonesian Armed Forces) and components. The exercise is designed to improve joint, operational-level staff planning and processes. It also promotes positive military relations, assuring security and stability in the region, increases cultural awareness, and enhances command and control proficiency. This is the seventh iteration of exercise GEMA BHAKTI, Indonesian for “Echo of Good Deeds,” GB19 is an eight-day Staff Exercise (STAFFEX) that will be held in Jakarta, Indonesia from 16-23 September, 2019. USINDOPACOM and TNI will work together to conduct operational-level planning for crisis response The scenario will take place on a notional continent event, with forces from the military (Army, Navy, Air Force and Marines and their TNI counterparts) as well as actors from the civilian and humanitarian community (such as UN WFP, USAID/OFDA, Red Cross, etc.). The focus of the STAFFEX is planning, course of action (COA) development with COA briefs leading to COA selection.
The scenario for this years exercise involves a scenario where a fictional country is experiencing instability between in its border regions that is also destabilizing other nations in the region. The variables in scenario are taken from real world historical events.
Planners from TNI and US military will meet in Jakarta, Indonesia, to begin planning military operations. The exercise will focus on planning and coordination in regards to Marine Security (MARSEC), countering transnational threats, and Humanitarian Assistance / Disaster Response (HA/DR) mission, until a pre-conflict border has been re-established and the communities can assume their own MARSEC operations and/or the international humanitarian community can conduct response operations without Indonesian and US military support.
Approximately 40 PACOM and U.S. Inter-Agency personnel and about 50 TNI and other non-military organizations will participate to provide a task force, in order to practice key combined operations planning. Exercise objectives include TNI and U.S. forces improving coordination of military capabilities (in the air, land and maritime domains) with civilian agencies and the humanitarian community; TNI and U.S. forces organizing and integrating into a combined task force to execute military operations in support to affected country; TNI and U.S. forces enhancing professional development through bilateral MARSEC, Cyber threats, and HA/DR operational-level planning in accordance with international crisis response best practices.
