Volunteer civilian responders with Team Rubicon work to remove trees and debris from paths and streams at the Wolf Den activity site in Tomah, Wis. and the Baraboo River in Kendall, Wis. during the PATRIOT North exercise July 15-19, 2019. The joint-force PATRIOT exercise includes National Guardsmen and civilian response units from states all across the U.S. in an effort to unify communications and best practices for domestic disaster response and recovery.
