Residents of the picturesque mountain town of Buenos Aires in Puerto Rico hosted a celebration to thank electrical workers and U.S. Army Corps of Engineers quality assurance specialists for restoring power to their neighborhood. Residents had been without electricity since Hurricane Maria damaged the already fragile electric grid.
