Kaitlinn Blackwell, officer in charge, assigned to 9th Engineer Support Battalion, speaks about Exercise Balikatan 2016 at an Engineering Civic Action Project (ENCAP) site at Matangharon Elementary School in Iloilo, Philippines, April 09, 2016. The purpose of the ENCAP is to repair a school building that was damaged from Typhoon Yolanda.
