Hawaii’s ability to respond to a natural disaster has been fortified through Vigilant Guard / Makani Pahili 2015. The largest disaster response exercise in Hawaii to date came from combining the Hawaii Emergency Management Agencies annual hurricane preparedness exercise, Makani Pahili, with a U.S. North-com, National Guard Bureau regional disaster preparedness exercise, Vigilant Guard.
