This village in the Dominican Republic has been isolated because of flooding associated with Tropical Storm Noel. Villagers stand on top of their roof tops to signal from help from Coast Guard helicopter crews. The Coast Guard is helping the Dominican government recover from severe flooding in numerous areas.
