Members of the Wyoming Army and Air National Guard work with Smokebuster crews, inmates from the Wyoming Honor Conservation Camp, to build an emergency boat ramp as waters rise on the North Platte River, in Saratoga, Wyo. Both the Smokebusters and the Wyoming National Guard responded on orders from Gov. Matt Mead to prepare communities around Wyoming for possible flooding. Flood waters began rising while the crews were helping the town prepare.
