Informed by enduring Civil Engineer truths, the USAF Civil Engineer Annex to the Basing and Logistics Flight Plan has been crafted to reflect our key strategic efforts—the Revitalize CE Squadrons (RCES) initiative, the Infrastructure Investment Strategy (I2S), and the Human Capital Roadmap (HCR). While these efforts are already underway, the CE Annex unifies these three campaign plans and explains their purpose in achieving the desired CE end states that enable Air Force Civil Engineers to support the National Defense Strategy.
