Theater Field Confinement Facility gets new commander

CAMP ARIFJAN, Kuwait – The Theater Field Confinement Facility conducted a change of command here Jan. 31.

Cmdr. Vincent F. Costantini, the outgoing Theater Field Confinement Facility commander and Trenton, N.J., native, assumed command January 2011 and will report to the 5th Naval Expeditionary Logistics Regiment in California.

During the transfer of authority ceremony, he gave a short speech to the attending guests and incoming commander.

“Thank you all for coming out today and sharing this time honored tradition of the U.S. Navy,” Costantini said. “As I reflect on my time as the commander here, I can truly say that I have enjoyed my time.”

During his tenure as TFCF commander, Costantini pursued several infrastructure upgrades and changes to the standing operating procedures saving hundreds of hours of prisoner in-processing and thousands of dollars in travel expenses for prisoners.

“We could not have this success without my shipmates,” Costantini stated. “I can proudly say that I never served with a better crew of sailors in my 18-year career.”

While under his command, eight shipmates advanced in rank, one officer was selected for promotion, and the TFCF receiving and outstanding rating for the September 2011 USARCENT Provost Marshal Office inspection.

“I am very thankful to work for and with the U.S. Army,” Costantini stated.

After his closing comments were complete he welcomed Cmdr. Tedd Muery to the TFCF.

“In the short time that I have been aboard, this sailor detachment shows the most outstanding display of professionalism within the U.S. Navy,” explained Muery. “My open challenge to the sailors is that every one of you maintains and continues to display and grow in your professionalism.”

Muery, a Hutto, Texas, native, stated he looked forward to serving with Third Army/ARCENT and its staff during his tenure here.
