MILLINGTON, Tenn.— Navy Personnel Command (NPC) hosted Acting Secretary of the Navy Hung Cao onboard Naval Support Activity Mid-South on Sept. 16 for an official visit focused on force management and personnel readiness.
During his first visit to NSA Mid-South as Acting Secretary, Cao met with NPC leadership, congratulated newly pinned Chief Petty Officers, received force management briefs, and addressed Navy detailers during an all-hands call. He concluded the visit with an office call with Rear Adm. Kevin Kennedy, commander, Navy Personnel Command, and Rear Adm. Chris “Chowdah” Hill, assistant commander, Navy Personnel Command.
“I was proud to congratulate our newest Chief Petty Officers as they take on greater responsibility for leading and developing our Sailors,” said Cao. “That same commitment to our people was evident throughout my visit to Navy Personnel Command. The work done here every day directly impacts our Sailors, their families, and the readiness of our Navy.”
The visit gave Cao a firsthand look at how NPC’s force management professionals connect Sailors’ skills and experience with fleet requirements. Officer and enlisted detailers, personnel policy specialists, and program managers work across MyNavy HR to support career development while ensuring commands receive the talent they need to remain ready.
“NPC’s work connects a Sailors’ talent and experience with the needs of the fleet,” said Kennedy. “This visit gave our team an opportunity to show how force management supports fleet readiness and to hear directly from the secretary about the Department of the Navy’s priorities.”
Cao’s stop in Millington also highlighted the role of selection boards and detailing in building the Navy’s warfighting advantage. From career milestones such as advancement to Chief Petty Officer to assignments throughout the fleet, NPC’s workforce helps place the right Sailors where their expertise can have the greatest impact.
