CAMP HUMPHREYS, Republic of Korea— While the U.S. Army Corps of Engineers – Far East District (USACE FED) prioritizes delivering the highest-quality facilities to the warfighter, the district recognizes that speed of delivery is equally critical to mission success. This focus extends across all functional areas where FED operates, including engineering, construction, project management, information management and contracting.
To accelerate project delivery, the Far East District’s Contracting Division is proactively training and credentialing its acquisition workforce with Other Transaction Authority (OTA) warrants. An OTA warrant grants Contracting Officers specialized legal authority to enter into flexible, non-standard agreements outside traditional Federal Acquisition Regulation (FAR) constraints, allowing the district to access commercial innovation and award agreements faster.
According to Contracting Division Chief Jisun Kang, every Contracting Officer will acquire an Agreements Officer (AO) Warrant issued by USACE, also known as OTA warrant. An AO has received specific OTA training.
"Our push to equip all Contracting Officers in the Far East District with Other Transaction Authority (OTA) warrants is a direct investment in our team and our mission,” Kang said.
OTA is a specialized authority granted by Congress that allows federal agencies to enter into flexible transactions outside traditional procurement contracts, grants or cooperative agreements. By operating outside standard Federal Acquisition Regulation (FAR) constraints, OTAs enable USACE to adopt leading commercial practices and accelerate delivery.
USACE continuously seeks innovative methods to reduce costs and accelerate delivery across Military Construction (MILCON), Sustainment, Restoration, and Modernization (SRM), and specialized federal construction portfolios. A key tactic the agency is adopting to achieve this is pairing OTAs withProgressive Design-Build (PDB).
PDB is a project delivery method that fosters a collaborative partnership between the government and a single design-build team. The process unfolds in two primary phases: Phase 1 (Design & Preconstruction), the government and contractor collaborate to progressively develop the design, refine the scope, and establish a firm, transparent price for construction, or an "open-book" collaboration. Then Phase 2 (Final Design & Construction), where final drawings and construction activities can be fast-tracked and overlapped to shorten project schedules.
Combining PDB (navigation and construction method) with the flexibility of an OTA (the contracting vehicle) creates a powerful acquisition framework tailored for projects where traditional methods fall short.
The aim is to address urgency, specialized technical expertise and engineering complexity. Thus, moving away from a rigid, compliance-focused mindset toward one centered on agility, risk, and collaborative problem-solving.
In preparation to deploy these tools across the region, USACE FED is hosting aReverse Industry Day on Oct. 6.
Rather than government officials presenting predetermined pipelines, Reverse Industry Day is a paradigm shift. Industry partners and prospective contractors will sit down with USACE FED in a collaborative listening forum to provide direct feedback on alternate design, procurement and project delivery methodologies, directly informing future acquisition planning.
“By transforming our acquisition toolkit, we are ensuring we can deliver critical military construction and sustainment programs faster, smarter, and more collaboratively with our industry partners,” Kang said.
Through modern contracting authorities, progressive project delivery methods, and active dialogue with industry, USACE FED continues its commitment to building faster, smarter and together.
