FORT HUACHUCA, AZ — Maj. Gen. Jacqueline D. McPhail relinquished command of the United States Army Network Enterprise Technology Command (NETCOM) during a ceremony at NETCOM headquarters in Greely Hall at Fort Huachuca.
McPhail will assume the duties of chief of staff for United States Transportation Command.
Lt. Gen. Christopher L. Eubank, commanding general of U.S. Army Cyber Command, presided over the ceremony and highlighted NETCOM’s central role in enabling Army operations worldwide.
NETCOM serves as the foundation of ARCYBER and provides the Army with the network infrastructure, enterprise services and information technology capabilities required to command and control forces across the globe. The command operates and defends the Army’s portion of the Department of Defense Information Network, supporting secure communications and the rapid exchange of information across garrisons, training environments and deployed formations.
Through its global workforce and subordinate units, NETCOM delivers network operations, cybersecurity, communications support and enterprise services to Army organizations. These capabilities connect commanders, Soldiers, civilians and mission partners while helping ensure that critical data is available when and where it is needed.
NETCOM also supports the Army’s efforts to modernize its information technology enterprise. The command helps implement changes designed to improve network access, resilience, interoperability and cybersecurity across the service. Those efforts are intended to provide a more reliable and adaptable digital environment for Army formations operating in both routine and contested conditions.
During the ceremony, Eubank recognized McPhail’s leadership in advancing changes across the Army IT enterprise. Under her leadership, NETCOM continued strengthening the network and improving the delivery of enterprise services that support readiness and mission success.
The command’s responsibilities extend from fixed installations to tactical and expeditionary environments. NETCOM works with Army commands and joint, multinational and industry partners to maintain communications and information services that support training, mobilization, deployment and combat operations.
The ceremony included the arrival of the official party, an invocation, a salute to the colors, the national anthem, remarks by Eubank and McPhail, and performances of the Signal Corps March and the Army Song.
NETCOM’s mission is essential to the Army’s ability to operate as a connected force. By providing and defending the network, the command enables leaders to share information, coordinate operations and make decisions across all levels of command.
As McPhail departs NETCOM for her new assignment at USTRANSCOM, the command continues its mission of delivering secure, reliable and resilient network capabilities to support Army forces worldwide.
