A new Advanced Civil Schooling (ACS) program marks a significant shift in how the Army develops technical expertise, offering selected acquisition officers a fully funded pathway to pursue advanced science, technology, engineering and mathematics (STEM) degrees at civilian institutions. Unlike traditional ACS routes, this full-time, resident graduate study program creates a streamlined, modernization focused track designed to produce strategic technologists who can bridge research, acquisition and operational needs. By investing in deeper technical proficiency, the Army aims to strengthen its future workforce and accelerate innovation across critical modernization priorities.
“We’re shaping future leaders who can translate emerging technology into operational advantage, and that requires deeper technical fluency than ever before,” said Lt. Col. Monica Holmes, proponency officer at the Army Director of Acquisition Career Management (DACM) Office, who supports graduate education efforts for acquisition professionals.
By prioritizing investment in its people, the Army is strengthening the technical foundation of its acquisition workforce to meet rapidly evolving modernization demands.
A MODERNIZED PATHWAY FOR ACS SCHOLARS
The ACS program enables Army acquisition officers to pursue fully funded, full-time advanced degrees in STEM, acquisition or business-related fields at civilian universities. The Army DACM Office provides financial sponsorship for board selected officers whose graduate studies strengthen their ability to manage complex acquisition programs.
Traditionally, ACS has focused on acquisition relevant master’s degrees, including STEM aligned Master of Science programs, Master of Business Administration, Master of Studies in Law and systems engineering management degrees. This program expands opportunities by creating a streamlined route for officers to pursue deeper technical study aligned with Army modernization priorities. Officers may elect doctoral programs, as well.
Officers accepted into ACS are encouraged to apply to academic opportunities that enrich their education and may reduce costs to the Army. Two programs highlighted are the Purdue Military Research Institute (PMRI) and Georgia Tech’s Military Graduate Research Program (MGRP).
The PMRI, which accepts active-duty U.S. military officers from multiple services (Army, Navy, Marines, Air Force and Space Force), offers no‑cost, in‑resident graduate education, including master’s‑level programs that typically take 18 months to complete, and a research fellowship that PMRI typically selects Ph.D.‑track students for, as described in the original program information. The PMRI’s doctoral opportunity is generally two years. Eligibility and service obligation rules remain unchanged, and PMRI ultimately selects the officers who are accepted into these programs.
The MGRP enables officers to conduct part‑time, Department of War (DoW)–related research at Georgia Tech Research Institute (GTRI)—the applied research arm of the Georgia Institute of Technology which runs the MGRP—while completing a STEM master’s program through Georgia Tech. Officers work alongside research faculty on applied engineering problems tied directly to Army and broader DoW priorities.
“In terms of background, we assess Soldiers academic backgrounds to ensure they have a STEM-related undergrad[uate] degree. Ultimately, it’s up to PMRI and GTRI to select the individual for the program. If they are not selected, then they will compete in the next IPPS-A Marketplace,” Holmes explained. The Marketplace is part of the Army’s Integrated Personnel and Pay System (IPPS-A) designed to enhance talent management and provide user resources.
“These programs strengthen the technical and leadership capabilities required for officers to manage complex acquisition programs,” Holmes said. “Advanced education isn’t just about learning—it’s about preparing officers to lead modernization efforts with confidence.”
ELIGIBILITY, SELECTION AND ACADEMIC ALIGNMENT
The new program adheres to established ACS eligibility criteria. Officers must hold a STEM‑related undergraduate degree, maintain a competitive performance record, have a minimum 2.5 undergraduate grade point average, and be accepted into a full‑time, resident graduate program without unmet prerequisites. A Graduate Record Examination/Graduate Management Admission Test is not mandatory but may be required by some universities. A minimum Secret clearance and strong indicators of future military service are also required.
“Applicants are boarded in the same ACS panel [as all other candidates—there is no separate doctoral or new program-specific board],” Holmes said. “Manner of performance and academic background remain the most important consideration.” This reflects the program’s emphasis on selecting officers who have demonstrated strong duty performance and the scholastic ability needed to succeed in advanced academic environments.

In terms of academic alignment, universities have broad latitude as long as studies remain relevant to acquisition.
“As long as [the research] aligns and has relevance to Army acquisitions, the prospective students have the flexibility to pursue any acquisition-relevant research area,” Holmes emphasized. This flexibility encourages institutions to leverage their strengths and contribute research that supports modernization priorities across the acquisition community.
“Prospective students [exploring Purdue University or Georgia Tech] should consider their career timeline and future goals that align with Army needs when considering which programs to apply to in order to support these goals.” she said. “Prior to making a decision, service members should consult their career manager [to ensure the program positions them well for future assignments].”
DEVELOPING STRATEGIC TECHNOLOGISTS FOR MODERNIZATION
The central objective of the program is to develop strategic technologists—officers capable of integrating technical expertise with acquisition processes and operational requirements. These officers will help accelerate modernization by applying advanced academic knowledge to Army challenges.
After completing their graduate degree, officers begin utilization tours in positions requiring the academic qualifications they earned. These assignments align with Army needs and may include roles in systems engineering, capability development, program management, research integration or other acquisition‑focused duties.
“We’re preparing officers who can operate at the intersection of science, acquisition and strategy. Their work will enable smarter decision‑making and more rapid modernization across the Army,” Holmes said of the program’s long-term goal.
The program reflects the Army’s recognition that emerging technologies—such as autonomy, digital engineering, data analytics, advanced materials and artificial intelligence—require acquisition professionals with deeper technical fluency. The expanded ACS pathway ensures officers can meet these demands with advanced, relevant academic preparation.
By leveraging relationships with institutions such as Purdue University and Georgia Tech, the Army expands educational access while supporting modernization imperatives across portfolios.
