OKINAWA, Japan- U.S. Marine Corps administrative specialists with III Marine Expeditionary Force participated in an Intermediate Administrative Specialist Course in Okinawa, Japan, from August 3 to 26, 2026.
Military administrators operate in a high tempo environment filled with consistent updates to personnel, policies, and systems. Whether creating a unit personnel procurement draft, processing a DD Form 1351-2 travel claim, or auditing pay, noncommissioned officers must execute these tasks flawlessly to sustain the foundational administrative needs of the Marine Corps
To meet this challenge, the course equips NCOs with advanced technical proficiency, operational readiness, and leadership within the 01XX occupational field. By bridging the gap between basic duties and advanced unit management, the course transforms corporal and sergeant administrative specialists into critical advisors to commanders, ensuring units remain fully compliant, auditable, and combat-ready.
To deliver this critical professional development directly to forward-deployed Marines, an instructor mobile training team from the North Carolina-based Personnel Administration School, Marine Corps Combat Service Support Schools, traveled to Okinawa. The instructor team, consisting of Gunnery Sgt. Trey Beattie, Gunnery Sgt. Fernando Coriano, and Staff Sgt. Roy Quinn, utilized the 21st Century Learning Module, focused on interactive instructional methods used to foster collaboration, teamwork, and professional networking among the students.
The instructors guided NCOs through a comprehensive curriculum focused on five core areas: manpower information systems, personnel management, military law and discipline, unit administration and correspondence, and career lifecycle and promotions.
This rigorous training directly prepares NCOs to step into roles as future administrative chiefs and subject matter experts.
“I've already looked back at my notes to improve my day-to-day operations in the MEF G1 Manpower section,” said Sgt. David Liu, administrative specialist with III Marine Expeditionary Force and IASC graduate. “Going back to the basics ensures we anchor ourselves to the Standard Operating Procedures and Marine Corps Orders. The Fleet gained more mission capable Marine administrators with this mobile training team IASC.”
Maintaining that high level of unit-level readiness requires constant adaptation.
“It feels like there is always a new order coming out or a new change happening, and we must ensure our Marines are trained and ready,” Staff Sgt. Roy Quinn said. “It is important that we keep our NCOs up to date with the best knowledge and send them back to their units as not only better administrators, but better Marines and leaders.”
Quinn emphasized that empowering NCOs to be "excavators of knowledge" is a fundamental goal of a mobile training team.
"They will be the ones running the show one day, and it is my job to ensure they know how to do it right,” Quinn said. “Our expectation is that these Marines return to their units as force multipliers who know exactly which order to look in to find the right answer."
Ultimately, administrative readiness of NCOs directly enables III MEF’s broader mission to provide forward-deployable, self-sufficient expeditionary forces capable of supporting theater security and contingency operations across the Pacific theater. By providing NCOs with a staff noncommissioned officer's perspective, the course ensures they return to their home stations equipped with the leadership skills necessary to solve real-world challenges in support of Force Design modernization.
