CHISINAU, Moldova – The U.S. Army Europe and Africa Band joined its Moldovan counterparts for a historic joint performance in Alunelul Park on Sept. 5, 2026, celebrating Moldova’s 35th National Armed Forces Day. The concert underscored more than three decades of robust U.S.–Moldova cooperation and a shared commitment to regional stability, while honoring Moldova’s sovereignty and national pride.
The USAREUR-AF Band’s Rhine River Ramblers ensemble partnered with the Moldovan Presidential Band to perform before an enthusiastic local crowd. This musical collaboration presented a powerful, visible example of the enduring partnership between the two nations, marking a significant milestone for the Armed Forces of the Republic of Moldova.
"Music is a universal language that brings people together, and this joint performance truly reflects the friendship and mutual respect between the United States and Moldova," said Lt. Col. Richard Winkles, commander of the USAREUR-AF Band.
For over 30 years, the United States and Moldova have cultivated a strong defense partnership anchored in trust and respect. The North Carolina National Guard State Partnership Program (SPP) exemplifies this enduring relationship. Recognized in 2024 as the top-performing State Partnership among 115 partner nations worldwide, the program has fostered professional exchanges, disaster response, humanitarian support, and capacity building since 1999, strengthening mutual understanding and delivering tangible benefits to both nations.
The concert aimed to raise public awareness of this extensive cooperation and both nations' commitment to regional security. By bringing military personnel together with the Moldovan public in open celebration, the event highlighted the positive impact of bilateral defense ties.
Distinguished guests in attendance included Minister of Defense Anatolie Nosatii; Brig. Gen. Vitalie Micov, Chief of the General Staff; and Mr. Nick Pietrowicz, Chargé d’Affaires.
"This concert is a partnership between Moldova and the United States, it’s really about bring people together, about the commitment and reassurance of the United States and Moldova and the strong ties that have developed over three decades through cooperation, mutual respect, and shared experiences," Winkles added.
The United States consistently supports Moldova’s sovereignty, territorial integrity within its internationally recognized borders, and democratic development, while respecting its constitutional neutrality. Events like this reinforce shared democratic values, making military cooperation accessible to citizens and building trust and goodwill across the community.

The performance featured a diverse repertoire, culminating in a joint finale with the Presidential Band that included pieces such as "Glenn Miller in Concert," "Hora de la Nord," and "America the Beautiful."
Attendees shared enthusiastic feedback following the event. "I really loved this concert; it was excellent, and the orchestra was extraordinary," said one Chisinau resident. Her friend echoed those sentiments: "The atmosphere was very beautiful, the music was exciting, and I really enjoyed it."
Through the universal language of music, the joint concert served as a vibrant testament to the deep-rooted friendship and strategic cooperation between the United States and Moldova, signaling continued collaboration for years to come.
