TULSA, Okla. —The Tulsa District, U.S. Army Corps of Engineers was named the “2026 District of the Year for Excellence in Contracting” through the Excellence in Contracting Awards Program, Aug. 20.
The ECAP recognizes the achievements and contributions of the USACE contracting workforce for continuing and exceptional commitment to the nation through the USACE acquisitions mission.
“Being named District of the Year is an incredible honor, but what I am most proud of is the teamwork behind it. Delivering a program of this scale is not just a contracting achievement because it is a district-wide effort that requires a true 'One Team' mindset,” said Brian Hutchison, Chief of Contracting Division, Tulsa District, USACE. “Our people embraced collaborative ways of doing business, tackled some of the most complex acquisitions in USACE, and never lost sight of the mission partners and nation we serve.”
From April 2025 to March 2026, Tulsa District’s Contracting Division executed 1,451 contract actions and obligated $2.1 billion across a diverse project portfolio that included contract actions for vital military facilities, critical civil works infrastructure, and dam safety maintenance and modification projects.
Within the Tulsa District and Southwestern Division geographic boundaries, Tulsa District’s Contracting Division awarded contracts for major Military Construction projects for KC-46A maintenance hangars at Tinker Air Force Base, Oklahoma and a Military Programs project for F35 hangars at Ebbing Air National Guard Base, Arkansas.
Contracting executed contract actions for lock and dam repairs on the McClellan-Kerr Arkansas River Navigation System in Oklahoma and two California Mega Projects, which included a $1.1 billion contract for the Prado Dam Safety Modification Project near Corona, California and a $761 million award for the Whittier Narrows Dam Safety Modification Project in Whittier Narrows, California.

From acquisition planning to contract closeout, all of you worked in lockstep to deliver results that matter for our mission partners and the warfighter,” said Col. Jessica Goffena, commander, Tulsa District, USACE. “That kind of coordination doesn’t happen by accident; it happens because people here genuinely care about our mission and work together to accomplish it. Meeting deadlines under pressure, navigating complex regulations, and still finding ways to deliver value takes real commitment – and this team has shown that commitment time and again this year.”
