History tells the tale: From the Battle of Midway to Operation Overlord (D-Day), military might has been defined by the tangible posture of forces on land, at sea, and in air.

Today, the paradigm is shifting.

Whether it’s providing high-speed secure communications, missile warning indicators, or precision GPS tracking, space enabled capabilities directly translate to a decisivetactical advantagefor troops engaged in terrestrial battle.

“In an era of rapid space expansion, the traditional metrics of physical mobilization are no longer sufficient,” said Lt. Gen. Philip Garrant, commander, Space Systems Command (SSC). “Modern military readiness increasingly relies on how fast we can acquire and field space-based capabilities on the cutting edge.”

SSC is the Nation’s leading space acquisition organization, executing a $15.6 billion annual budget for the Department of War. The capabilities acquired by SSC in partnership with industry, academia and government, have been critical to modern Joint military operations such as Midnight Hammer, Absolute Resolve, and Epic Fury.

To ensure our Nation’s forces will always benefit from the ultimate high ground, SSC has developed a Comprehensive Readiness Plan. Called a “definitive roadmap,” it addresses both the obstacles and the opportunities unique to space acquisition. This roadmap is a critical path for the command’s execution of the administration’s FY27 priorities which are centered on realigning federal resources toward economic growth, national security, and scientific dominance.

“Today's operating environment necessitates a ready SSC, capable of delivering resilient and integrated capabilities while posturing the industrial base for mobilization,” said Garrant. “It means our workforce is trained, credentialed, and mentally postured as warfighters. It also means our stakeholders – Combatant Commanders, Congress, industry, and allied partners – trust SSC's delivery, timelines, and performance data without reservation. At any moment, any capability, or the entirety of SSC, must be able to pivot to support a contingency or national mobilization with predictable, reportable readiness levels.”

Building on its 2026 Command Plan, SSC’s Readiness Plan is structured around three primary Lines of Effort (LOEs).

LOE #1: Modernize Command Structure; Align & Prioritize Resources

SSC’s Readiness Plan establishes an internal architecture and governance system that aligns with SECWAR and NDAA acquisition transformation directives, empowers internal decision-making, drives proficiency in change management, and establishes SSC Headquarters as an enabler. By fostering governance fluency among Delta Commanders and Staff Directors, aligning program portfolios with senior acquisition directives, and enforcing a strict standard where Headquarter processes must actively enable rather than burden the Deltas, this framework ensures that every SSC member understands their direct connection to the Joint Space Operations Plan (JSOP) and supported Combatant Commands.

LOE # 2: Develop a World-Class Workforce; Equip our Warfighters

Recognizing that the workforce is SSC’s most indispensable readiness advantage, the action matrix under LOE #2 ensures that every uniformed member, civilian, and contractor possesses the technical mastery to directly connect their daily acquisition decisions to the generation of combat power. SSC will actively drive professional agility and preserve vital institutional knowledge by enrolling personnel in structured career pathways, facilitating cross-functional training in space warfighting concepts for non-acquisition staff, and fostering active mentorship throughout the command. By mastering geo-distributed collaboration, the command will operate as a unified, cohesive force prepared to lead with disciplined urgency in contested environments.

LOE #3: Deepen Connection with Stakeholders

In a contested environment, establishing stakeholder trust is a strategic readiness multiplier. By driving targeted, mission-connected collaboration with industry, academia, Congress, and allied partners, SSC expands its industrial base and secures the critical resources and authorities needed to operate at speed. The command will systematically measure its performance through honest, disciplined self-assessments using the SSC readiness scorecard, proactively surface risks to senior leadership through transparent reporting, and precisely articulate how its space capabilities directly shape multi-domain joint operations. Coordinated outreach—paired with robust internal culture communications—solidifies a proud, cohesive "Guardian Spirit" that inspires internal teams while assuring external partners that SSC's acquisition actions deliver decisive operational outcomes.

Ultimately, military readiness in the modern space domain cannot be measured solely by the deployment of hardware, but by the agility and mindset of the personnel who deliver it. As global space expansion accelerates and adversarial threats grow increasingly complex, SSC’s Comprehensive Readiness Plan will ensure its workforce evolves in tandem.
