New pilot program helps incoming Travis AFB spouses jump-start federal careers early

TRAVIS AIR FORCE BASE, Calif. – Department of the Air Force active-duty military spouses moving to Travis Air Force Base can participate in a pilot initiative designed to connect them with federal employment opportunities before arriving at their new duty location.

The Air Force Civilian Service launched the Global Military Spouse Connection (GMSC) initiative June 22, 2026, at Travis AFB, Patrick Space Force Base, Florida, and Ramstein Air Base, Germany. The three installations are the initial locations for the first phase of the program.

GMSC connects qualified military spouses with DAF human resources professionals, hiring managers and potential federal employment opportunities at the military member’s upcoming permanent change of station location.

Addressing the Employment Gap

Military spouses experience an unemployment rate of approximately 20%, with frequent relocations contributing to career disruptions and challenges maintaining professional networks. The Department of War has identified six lines of effort intended to reduce the military spouse unemployment rate to 15%.

At Travis, the Military & Family Readiness Center and Civilian Personnel Section work together to connect military spouses with employment resources and potential opportunities.

For Debbilou Bailes, Travis AFB M&FRC representative, establishing professional connections before a PCS can help spouses prepare for both their careers andnew community.

“By building their professional connections before arriving at Travis, our military spouses get a head start on career stability and community support, which allows for smoother career transitions and faster community integration,” said Bailes.

According to Bailes, licensure portability is one of the most common employment challenges military spouses face during a PCS because many occupations require licenses or certifications for employment. The M&FRC provides employment readiness services to military spouses regardless of their eligibility for GMSC.

GMSC complements SpouseWorks, the Department of War’s unified brand for programs and services aimed at helping military spouses develop skills, receive career guidance and find employment.

How the GMSC Process Works

Through GMSC, eligible spouses submit a two-page resume to a centralized talent pool. The Air Force Personnel Center provides vetted resumes to the gaining installation, where civilian personnel professionals can identify potential matches with current or anticipated vacancies.

At Travis, the Civilian Personnel Section also works directly with AFPC’s Talent Acquisition section to obtain resumes and connect qualified spouses with hiring managers seeking employees with matching skills and experience.

Mario Alex Fabila, Travis AFB Civilian Personnel Flight chief, views the initiative as another resource for addressing workforce vacancies while supporting military families during a PCS.

“We see it as another tool for us to help fill vacancies and, in doing so, to advance the positions of our military families,” said Fabila. “The Travis CPS has an insatiable appetite to fill our vacancies, and we are excited to add this program to our arsenal to help us get that job done.”

GMSC may also allow civilian personnel officials to provide resumes to hiring managers for positions expected to become available because of resignations or retirements. Depending on the position and applicable hiring authority, the process could eliminate the need for a traditional USAJOBS announcement and significantly reduce the time required to fill a vacancy.

Early results at Travis demonstrate how that process could work. The Civilian Personnel Flight has received three resumes through GMSC, with one resulting in a likely placement at one of the installation’s Child Development Centers.

Advice for Applicants

While the initiative creates an additional connection between spouses and prospective employers, participation does not guarantee federal employment.

“The GMSC is just an avenue to have their resumes vetted and shared with the gaining base prior to arrival,” said Fabila. “It is important for them to know that there are no guarantees.”

For spouses interested in DAF civilian employment, Fabila recommends submitting polished resumes as early as possible and remaining open to opportunities beyond a single position. Tailoring resumes for different types of jobs can also help prospective hiring managers understand how an applicant’s skills and experience apply to available vacancies.

Eligibility and Next Steps

To participate in the pilot, applicants must be U.S. citizens, be spouses of active-duty DAF service members and have PCS orders to Travis AFB, Patrick SFB or Ramstein AB. Participants must also meet position requirements and be able to obtain any required security clearance.

Based on results and feedback from the pilot locations, GMSC could expand to additional Air Force and Space Force installations.
