$15M Contract Awarded To Spanish Firm For NAVSTA Rota Infrastructure Improvements

Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT) awarded Sociedad Española de Montajes Industriales S.A. of Madrid, Spain, a $15 million, firm-fixed price, indefinite-delivery/indefinite-quantity contract for construction services at Naval Station Rota, Spain March 3, 2026.

These upgrades will enhance the operational readiness and safety of Naval Station Rota, providing a modern and resilient environment for service members and civilian personnel.

"We are committed to consistently upgrading and maintaining our infrastructure to sustain the highest possible quality-of-life standard," said Capt. Charles Chmielak, commanding officer, Naval Station Rota. "That is what our warfighters and families deserve so they can focus on what matters most — the mission."

The scope of work includes, but is not limited to: • Demolition and construction of roads, sidewalks, curbs, and reinforced concrete slabs. • Paving of roads and parking lots, including crack sealing, slurry sealing, and marking. • Replacement or installation of storm drains. • Inspection, repair, removal, and installation of roofs. • Interior and exterior painting of facilities.

The award process was managed by NAVFAC’s local contracting team, who are essential to executing the command's mission.

“This award represents the culmination of a thorough and competitive procurement process that ensures maximum value for the taxpayer,” said Bill Hepler, a contract specialist with NAVFAC EURAFCENT Facilities Engineering and Acquisition Division Rota. “Securing a firm-fixed-price contract provides crucial budget predictability for these essential infrastructure upgrades, directly supporting the operational readiness and quality of life for personnel.”

Work is expected to be completed by March 2031. The contract was competitively procured through the SAM.gov website, with three offers received, and will be paid for with fiscal 2026 Navy operation and maintenance funds.
