271st Human Resources Company Postal, Casualty and R5 Plans and Operations

CAMP LIBERTY, Iraq — The Plans and Operations Section provides long- and short-term planning to the Human Resources commander while providing current and future operations management for postal platoons attached to the HR Company.

It is also responsible for the collection of data such as postal reports; reception, replacements, rest and recuperation, return to duty and redeployment reports; as well as casualty reports. The Plans and Operations Section manages all mobile postal missions within the Multi National Division — Baghdad area of operations. Since the 271st Human Resources Company, 10th Sustainment Brigade Troops Battalion, 10th Sustainment Brigade Transfer of Authority, on March 2, more than 20 mobile postal missions have been successfully completed. The Plans and Operations Section also provides training and technical guidance to all postal contracting officer representatives, in order for all Army post offices to provide the best quality of service.

The Plans and Operations Section is also responsible for the management of the R5 teams. The mission of the R5 operations is to manage or administer the HR support activities of tracking and coordinating the movement of Soldiers into, through, or out of theater during reception, replacement, return-to-duty, rest and recuperation, and redeployment operations. The 271st HRC R5 teams located at Baghdad International Airport have processed during the last week more than 6,000 personnel in or out of theater.

Casualty operations management is also a responsibility of the Plans and Operations Section. The mission of the casualty operations section, located at the 10th Combat Support Hospital in Baghdad, is to record, report, verify, and process casualty information from unit level to Department of the Army.

During the month of March, Mobile Postal Mission team 1 was recognized by the 4th Battalion, 27th Field Artillery Regiment for the outstanding service provided.

Our team consists of Soldiers and Airmen from different units. Sgt. 1st Class Ulises Marrero, noncommissioned officer in charge, is a native of Toa Baja, Puerto Rico and is currently assigned to Fort Buchanan, Puerto Rico. Master Sgt. James Dwyer, a Brooklyn, N.Y., native, is the postal superintendent. His postal experience has played a vital role in the success of the plans and operations section. Dwyer is re-deploying within the next month.

Staff Sgt. Adrian Tubana, a native of Abra, Philippines, is the training NCO. Sgt. Quecha Perez is a native of Caguas, Puerto Rico. She is the NCOIC of data management and reporting procedures, and is also the company's Equal Opportunity Leader.

Spc. Derrick Guevara is a native of Aibonito, Puerto Rico. His responsibilities include data management and transportation requests. Not only is he an excellent asset to our section, but he also provides physical training guidance to his fellow Soldiers.

Sgt. Matthew Card is a native of Alexandria, Va., and is the transportation NCO, responsible for providing guidance and coordination to all units within our command and control.

Soldiers and Airmen work together, hand-in-hand, on a daily basis to successfully accomplish all assigned missions and provide the best quality of service.
