How exactly does Olmsted Lock and Dam hold the navigation pool?

Our Engineers actually designed a dam which lies beneath the river, until it is needed. This video talks about the critically important role the Wicket Lifter Keen plays, and how it lifts those wickets to form a dam that holds the level of the upstream navigation pool, enabling river traffic to pass safely through our newest locking facility.
