FORT INDIANTOWN GAP, Pa-A chaplain assigned to Joint Force Headquarters, Pennsylvania National Guard, received a prestigious award Oct. 20 from the surgeon general of the U.S. Army for his work on a book promoting reintegration and resilience skills.
In his civilian capacity, Col. Doug Etter, a chaplain, works as the public affairs officer for the Lebanon VA Medical Center. Etter received this award for his outstanding work on the book, “Resilience and Reintegration of Service-Members and Veterans.” The book was written for the Department of Defense to assist service members readjusting to normal life after returning from combat. Etter was one of the three editors for the book.
The Outstanding Civilian Service Medal, established in 1959, is the third highest honor that a civilian can receive from the U.S. Army. It recognizes extraordinary service that results in substantial contributions of significance to a major Army command.
