DUBAI, United Arab Emirates - Representatives from more than 100 businesses converged in Dubai Sept. 30 to explore investment opportunities at coalition airbases in Afghanistan.
The government of Afghanistan, in partnership with the American Chamber of Commerce in Afghanistan, the U.S. Department of Commerce and Combined Security Transition Command-Afghanistan, hosted the conference to highlight opportunities for the private sector to leverage key military airbase properties and assets including Kandahar, Herat and Mazar-e Sharif. The one-day program provided an opportunity for key businesses to learn more about the vast opportunities available through this historical transition.
“Afghanistan can become a bridge between South Asia and Central Asia,” said Mohammad Daud Sultanzoy, chairman for Afghanistan’s Airfield Economic Development Committee. “[With] the growing need in South Asia for energy and resources, if they [investors] have the ability to see this vision, the location of these zones in each part of the country can become key drivers of local and regional economic activities.”
As the number of military forces wind down since the transition to a train, advise and assist role, some facilities used by coalition forces become excess. Airfield economic development ensures that the Afghan government will not be facing an unsustainable burden due to vacated bases.
“In the past year, this comprehensive base divestiture plan was symbolized by the formal change in the U.S. and NATO security mission,” said Maj. Gen. Todd Semonite, commander, Combined Security Transition Command-Afghanistan. “Responsible transition of these airfields to Afghan government control in a fiscally sustainable manner is essential for a successful turnover.”
Afghan Airfield Economic Development can provide the Afghan National Defense and Security Forces millions in savings on operation and maintenance, as well as security costs and resources. Additionally, it promotes economic development.
“These bases are an important component to the development of industry and regional trade in Afghanistan,” said Tom Muenzberg, executive director, American Chamber of Commerce in Afghanistan. “Economic independence in the private sector is the key stabilizing factor needed in Afghanistan today. The American Chamber is proud to be working with the NATO-led Resolute Support on this historic initiative.”
