It is awarded to an individual who, while serving in the U.S. military or while serving with friendly foreign forces, engaged in an armed conflict against an opposing armed force in which the U.S. is not a hostile and aggressive party. The individual distinguishes him or herself by heroic or meritorious achievement while engaged in an action against an enemy of the United States or while engaged in military operations involving conflict with an opposing foreign force.
