• The total number of U.S. forces participating is approximately 125.
• Total participating Partner Nations participating are more than 25.
• The total participants in LEADING EDGE 13 are approximately 450.
CONCEPT AND SCALE OF THE EXERCISE
LEADING EDGE 13 is a United Arab Emirates and U.S. Central Command (USCENTCOM) executed and Inter-Agency (IA) supported biennial multilateral Proliferation Security Initiative (PSI) exercise focused on Weapons of Mass Destruction (WMD) interdiction. The exercise is designed to increase capabilities with partner nations to deter and disrupt movement of WMD-related material, technology, expertise and equipment. Partner nations will exercise to address the challenges of suspect material inspection, discharge and disposition. The exercise focuses on the benefits of PSI endorsement for regional partners, reinforces national interdiction processes, and forges interdiction cooperation pathways. LEADING EDGE has been conducted twice previously in October 2006 and January 2010.
LEADING EDGE 13 consists of a multilateral Field Training Exercise (FTX) and a Table Top Exercise (TTX) conducted in the United Arab Emirates (UAE). The exercise involves relevant agencies (military, law enforcement, customs, energy, finance, commerce, and industry) that link PSI actions to United Nations Security Council Resolution (UNSCR) compliance, provides PSI focused workshops and seminars, and enhances interdiction decision making at the operational and strategic levels.
