    GHOR, Afghanistan - On Feb. 21, 2012, Afghanistan's Ghor Provincial Reconstruction Team commander, Col. Eligijus Senulis, along with the Afghan National Army training group and local security forces, carried out a patrol around the Chaghcharan districts to evaluate the road conditions.

    This year, in Afghanistan's Ghor province, winter is very deep and cold. According to locals, this winter hasn’t been this cold for several years. Patches of snow is over 60 cm. This greatly affects the movement of local residents, many of the outlying villages and areas are now completely isolated. They can’t be accessed by normal means of transport. This weekend, the PRT-14 ANA training team along with ANA soldiers, during the patrol to one of the villages on the way to the town of Chaghcharan, found a lot of local residents whose vehicles had stalled in the snow. ANA training team provided them with technical assistance.

    Also this weekend, PRT-14 CIMIC specialists met with the Afghan National Disaster Management Agency Director and discussed the winter range and problems. Director noted that from the harsh winter died five local residents, also, many children and adults suffering from colds. The Director also pointed out, the difficult terrain situation. PRT-14 representatives inquired is anything being done to clean the roads, the director said, that the contracts with the agencies that are responsible for snow removal is up and it’s partially cleans the roads, but their capacity is not sufficient. Also past few weeks’ continuous snow, so they fail to do their job properly.

    Asked whether the current need of some assistance, the director gave an indicated, that situation is currently fairly stable, local agencies and organizations monitoring the situation and no support needed at present.

    PRT-14, in order to facilitate the forthcoming winter, before the beginning of the winter period, to the local organizations and agencies sent large amounts of the various support, flour, oil, solid fuel stoves, generators, warm clothing for children and women. Also, the PRT-14 physicians transferred a large quantity of drugs and medicine to the local hospital.

    It is expected that the winter period is coming to an end and after a few weeks of areas of Ghor areas will be accessible. However, due to high snow levels, local residents are concerned about possible flooding and landslides, which can cause considerable damage.

    Currently, the PRT-14 is formed by the Lithuanian National Defence Volunteer Forces 5th Territorial Unit, Vytis Military District, and is deployed to the Ghor province, Afghanistan.

    Lithuanian-led Ghor Provincial Reconstruction Team is a joint civilian-military mission and part of NATO's International Security Assistance Force, which started functioning in Ghor province in summer 2005. The PRT's task is to support the central government in expanding its authority throughout the province, providing security and stability and establishing proper conditions for the reconstruction of the province. The PRT composition also includes military and civilian personnel from Georgia, Japan, the USA, Poland, Finland, Bulgaria and Ukraine.
