PAKTYA PROVINCE, Afghanistan – The government of the Islamic Republic of Afghanistan reached out to residents in Chamkani and surrounding districts within Paktya Province, Afghanistan, March 28.
A delegation of senior provincial government officials, including Paktya Deputy Gov. Abdul Rahman Mangal, met with tribal elders and religious leaders to discuss development, governance and security in the area.
“In the past, the people knocked on government's doors to ask for help; now, we are coming to your villages and district centers,” said Mangal. “We all remember the bad days of the civil war in Afghanistan. Everyone who had authority was killing others and looting other's property. Whatever they could do, they did. Together, we can prevent past experiences of war and conflict.”
Villagers commented about the success of the Afghan Local Police, who serve as militiamen for local villages. They also complained about insurgents crossing the border into their territory from Pakistan.
In his speech, Hajji Laiq Mangal, Paktya Provincial Development Council chief, said, “If we have better security, we'll have tourists coming from other countries for site-seeing instead of terrorists.”
In response to their security concerns, Afghan Gen. Ghulam Dastegir, Paktya Afghan National Police deputy commander, signed agreements to create new security checkpoints in the region.
Also, the deputy governor addressed the tribal conflicts in the area.
Land disputes and other issues have caused some tribes to violence. GIRoA set up seven shuras throughout the province, partly to help settle such disputes, Mangal said.
If the shuras cannot peacefully resolve the issue, he told them to use the government's judicial process.
“We have judges, we have courts, we have prosecutors, we have a system,” he said.
