    FORT BELVOIR, Va. - Strengthening relationships to better support Navy shipyards was the goal of a Jan. 27 summit in Columbus, Ohio, involving leaders from Defense Logistics Agency Land and Maritime and several Navy organizations.

    The Navy/DLA Land and Maritime Shipyard Support Summit involved officials from Naval Sea Systems Command, Naval Inventory Control Point and Navy shipyards that facilitate direct support to ship maintenance and other Navy facilities.

    The mission of Naval Sea Systems Command is to build, buy and maintain ships, submarines and combat systems for the U.S. Navy. Its headquarters is in Washington, D.C., and it is made up of more than 50,000 civilian and military personnel in 34 activities located across the U.S. and Asia.

    DLA Land and Maritime has detachments that operate at all four shipyards under NAVSEA’s purview: Norfolk, Va., Pearl Harbor, Hawaii, Puget Sound, Wash., and Portsmouth, N.H.

    Debbie Haven, acting director of Maritime Customer Operations at DLA Land and Maritime, said she believes the summit will help DLA streamline its support to the Navy shipyards.

    “Our goal is to provide quality parts on time to ensure the shipyard commanders meet the fleet schedules,” she said. “The target-rich areas for collaborative improvement are planning, provisioning and local supplier information.”

    DLA Land and Maritime Commander Army Brig. Gen. Darrell Williams said the summit had been a priority for him since he met Sharon Smoot, executive director for NAVSEA’s Logistics, Maintenance and Industrial Operations Directorate, last fall.

    “We look forward to digging into topics that will help us support and serve the Navy even better,” he said of the summit’s agenda.

    Smoot, whose responsibilities include policy development, mission direction, program execution, operation and evaluation of naval ship life cycle logistics, said she was looking forward to establishing a regular drumbeat between DLA and NAVSEA on topics of shipyard support.

    “This is a great opportunity for us to optimize our partnership,” Smoot said. “I’m looking forward to a good day of discussion.”

    Discussion topics during the day included funding, planning and support execution for Navy shipyards; standardizing metrics and data analysis; reviewing the impact of Base Realignment and Closure recommendations; and reviewing how DLA’s Inventory Management Stock Positioning initiative will affect shipyard support.

    DLA Land and Maritime Deputy Commander James McClaugherty said he hopes the summit “opens a new chapter with NAVSEA and our other Navy partners and leads to a strengthening of our relationships.”
